About Us

Who are we?

Project Safe & Bright, Inc is a Not-for-Profit located in the Carolina Region of the United States of America with an overall mission to keep our communities Safe & Bright. One of the ways we do this is through reporting light outages on our public streets and thoroughfares. Other ways we do this is to work with local and state governments to improve unsafe conditions of our roads and sidewalks and improper or missing signage. We started this mission in June 2020 working with the City of Charlotte, NCDOT, and Duke Energy. After completing most of the work in that area we have ventured into the S.C. region in 2022 and will start projects there. We are small operation of volunteers riding the streets of towns on kickscooters at night canvassing all areas within reach. Occasionally we venture out to other areas of the Carolinas and do the same thing in those areas. Read more about our process and why we do this on this website.

Why is there a need for an organization like this?

Project Safe & Bright, Inc was started in June 2020 as a solution to an observation. During the protests in Summer 2020 across the nation, following the death of George Floyd, some protests led to civil unrest in major cities across the country. Citizens and visitors of Charlotte decided to participate in protests to exercise their 1st amendment rights. . During these protests, some incidents escalated into civil unrest in parts of Uptown Charlotte. Most of these areas were filled with protestors, agitators, bystanders, and police officers. 

Ross Brigman observed something during these incidents, they were occurring on very dark streets of Uptown Charlotte. It was alarming to think “what” could happen on both sides of these incidents without safe well lit streets for them to occur. Ross investigated and found that the streetlights were installed, but most of them were not in working order. Later he found these streetlights were paid for by the City of Charlotte, through tax revenue to Duke Energy to maintain. In essence, Tax payers are funding these streetlights and the money is billed by Duke Energy to the City of Charlotte every month regardless of whether the light is in working condition or not. Reaching out to both parties, Ross found that the City Government does not have staff that focuses on reporting streetlight outages to Duke Energy and Duke Energy does not repair outages without someone reporting them. To sum it up, both parties rely on the public to alert them when lights are not working.

 Ross determined this was a huge gap in process as the public probably doesn’t have the knowledge of how to report them or who to report them to. This is where is all started! 900 reports later and countless hours of tagging poles, working with property owners, reporting lights out, tracking the repairs, and auditing the work, have been the focus of this mission and devotion. All streets in the neighborhoods of Biddleville, Sevierville, 5 Points, CPCC, 1st, 2nd, 3rd, and 4th wards, Uptown Southend, and Goldline West to East along with  the City/County complex, Central Jail, and various public properties were canvassed and reported. 

In 2021, we continued focusing on Uptown Charlotte and expanded our reach to roadway conditions, potholes, watermain breaks, signage issues, missing signs, additional streetlighting needs, and much more. In 2022 and beyond, our focus has shifted to S.C. regions and we will no longer be canvassing the Charlotte Area. Coverage is limited due to Kickscooter coverage by the organization.
